Transforming Lives Through Housing and Care
In January 2024, Councilmember Eunisses Hernandez opened Northeast New Beginnings (NENB) in Cypress Park—a pioneering model of interim housing that embodies a care-first approach to addressing the housing crisis. By offering immediate housing coupled with wrap-around support services such as case management, mental health counseling, benefits navigation, and harm reduction, this site empowers individuals to rebuild their lives and transition into permanent housing.
NENB provides 95 beds for unhoused individuals and couples, with units thoughtfully designed to accommodate diverse needs, including ADA-accessible options. With services delivered onsite by John Wesley Health Centers (JWHC)—a fully integrated healthcare and social services agency—residents receive holistic care under one roof.
In August 2025, Councilmember Hernandez broke ground on an expansion site that will add 16 modular units, which will increase NENB’s capacity to 111 when it opens in summer 2026.

A Care-First Approach to Homelessness
The interim housing site can serve up to 95 unhoused adults at a given time. There are 27 units for three people each, 5 units for couples, and 2 ADA units for two people each. Councilmember Hernandez’s office and partner agencies developed an outreach plan that focuses on identifying people experiencing homelessness in the areas around the site and in the Northeast Los Angeles area. Housing navigators work with participants at Northeast New Beginnings to identify and transition into permanent housing options.
